Thanks for the offer.

Now I could send you version 0.2 of  utf8accents.sty .
(Hmm; maybe I should drop the 8 in the name, as it's really
  utf16 for XeTeX, via the ^^^abcd and \char"abcd  notation.
  The .sty itself uses entirely 7-bit ascii.)

Then you could devise some tests to see how useful it is, for IPA work.
Since I don't work in phonetics, it's hard for me to devise sensible,
useful test documents.
You could make a list of other special features that need to be 
supported
(such as 'tones', superscripts, etc.).

For handling legacy documents using  tipa.sty  it really needs
a "font mapping", along the lines of my earlier post today.
