[XeTeX] dealing with $ character

This file sets \catcode, \lccode, and \uccode for a bunch of Unicode 
characters so that they'll be considered "letters" by TeX, and so that 
operations like \uppercase will do the right thing with the extended 
Latin/Cyrillic/Greek alphabets, not only with ASCII. (This also means 
you could use \cøntrølséqüeñçe as a control sequence if you really 
want....)

It doesn't redefine any of the standard TeX macros or special 
characters, though.
