That is correct.  The TDS does not require caching.  In the next
paragraph:

I don't know if every system has adopted caching or not by now.

But given the extraordinary amounts of pain we're going through just to
change a relatively minor location (for map/enc files), I cannot even
imagine the hurricane of complaints that would arise if we tried to
change the basic organization of fonts/.
