why is e.g. web2c in the texmf tree?

I want this the problem be solved in a more general way. I only want to
insure that longtable.sty will not became longta~e.a0r, as you mentioned,
but will be shortened in a predictable way. It may be that even OT1cmr.fd
become ot1cmr.s~3 (as it can happen e.g. with UMSDOS under Linux) because
it is mixed case.
