For the record: I'm against both.
TDS says:
texmf/tex/<format>/<package>/<file>
Alan's point (as I understand it :-) was that a .epsf file could be used
by either tex or latex or whatever format, so it's a bit ugly to just
pick one arbitrarily.
How about
texmf/tex/epsf/sussex/ssxcrest.eps
???
(Where's the win in merging all conceivable image formats under images/?)
