`tetex' sounds better than `config' to me. That wouldn't be a special
case.  I like the uniformity of having `local' directories mean
`locally-generated files'. I think having `config' as well will confuse
the issue.

(Yes, we have to be sure it's clear that `local' includes configuration
files ...)

    OK Karl, you get to suggest a default syntax for \specials that does
    not generate me lots of hate mail from users of <name any
    non-dvips-driver-here>
