texmf/bibtex substructure

Oren, Nelson -- there's been a suggestion to introduce package names for
BibTeX in the ``standard'' TeX directory (tds) structure tree that's been in
the works for 1.5+ years now. Meaning, the standard would be to store
bibtex-related files in subdirectories, like this:

texmf/bibtex/bib/{base,...}
texmf/bibtex/bst/{base,...}

where the `base' directory would be reserved for Oren's standard and
semi-standard styles (in the bst case) and for xampl.bib and whatever
else he wants (in the bib case).

The `...' would be package names, if anything else was distributed as a
unit, with the name `misc' reserved for single-file packages -- pretty
much everything, as far as I know.

This is the way the rest of the tree is organized. I personally am not
sure if it's desirable to introduce this level into the bibtex tree.
