registration of names

I have been remiss in specifying the exact format for registering TDS
names, but I have a fairly compelling reason:  I can't discern, from
reading the discussions in this group, how much "uniqueness" an item
should be able to claim for its name.

That is, which directories and/or files should we allow a font or filter
author (e.g., "morin") to claim?  If there is someone on this list who
feels comfortable in helping me with this, please get in touch with me
(rdm@cfcl.com).  I'll be glad to bap notes back and forth until we see
eye to eye.
