plain/base?

I noticed the draft says:

    The \path|plain| directory is for files which are
    useful with the Plain {\TeX} format and others compatible with Plain:
    \path|testfont.tex|,
    \path|manmac.tex|,
    \path|webmac.tex|, etc., as well as \path|plain.tex|
    itself and the canonical example \path|story.tex|.

We don't really mean texmf/tex/plain/plain.tex, do we?
Isn't it
texmf/tex/plain/base/plain.tex
               /misc/{testfont.tex,manmac.tex,...}

So we can have
               /tugboat/whatever
               /texdraw/whatever
etc.

as usual?
