I cannot make out what you are trying to
say.  Is the original manuscript in Microsoft Word?
What conversion software have you downloaded?
How do you propose to write code for conversion?
Are you planning to write a program in one of the
higher level programming languages like C or C++.

I have not tried commercial software that converts word to latex.
  One way
to convert to latex is to open the word file in open
office and export the file in latex format.  In this case also,
the conversion is not satisfactory. As far as conversion goes,
the best course may be to save the file
as a text file(with .txt extension) and reformat the file in latex.

Provide some more details about your setup.  I presume that you are using
some
version of microsoft windows.  In that case, have you already
downloaded and installed miktex?  In case you haven't you can
 download and install miktex from
http://www.miktex.org/2.8/setup.
You can use texworks.that comes with miktex2.8.
There are many latex tutorials available on the web.
You can download the primer by tugindia from

You can check the

for more such tutorials.

Also, find out from the website of the journal whether they have
any special style file that you have to use with latex.
Most importantly, be prepared to spend at least a couple of weeks for the
job. I don't think you can hope to accomplish what you want
by the click of a button.
So, install  miktex, read some tutorials, try to type
 some simple documents and
post the difficulties you face in tugindia.  The other members
of the list may be able to help you then.
