As far as I know, there is no straightforward way of doing it.
You have install cygwin and kde on top of it. Some help is
available at
http://devhood.com/Tutorials/tutorial_details.aspx?tutorial_id=588
Please note that I haven't installed kile on windows and I do not know if
it works.
A much easier option may be to use texmaker
http://www.xm1math.net/texmaker/
which has the same look and feel of kile.  It is a fork of kile.
