The first question has been explained before.

Regarding the second, \hskip is a primitive and \hspace is a LaTeX
macro. The starred version, \hspace* helps to insert horizontal skip
at the beginning of a line which is not possible with \hskip<dimen>.
TeX will gobble up the horizontal skip in the beginning of the line.
