We are using jPicEdt which is GUI and user friendly. It save files in TeX or
xfig or Pic format. You can run LaTeX inside and can generate DVI or PS or
PDF for further use. It requires JRE preinstalled Both jPicEdt and JRE free
and downladable.

Another option is to use LatexPiX but it is commercial, available for try.
