[Tugindia] Bibliography labelling

Use cite.sty and replace the \@cite code as follows

\def\@cite#1#2{\leavevmode \cite at adjust
  \citeleft{{BP}#1\if at tempswa\@safe at activesfalse\citemid{#2}\fi
  \spacefactor\@m % punctuation in note doesn't affect outside
  }\citeright
\@restore at auxhandle}
