Yes almost.  In the 80's many physics journals used "roff" for their
publications and even accepted "compuscripts" from authors for production.
It handles, equations, references and can also handle user-defined macros
via appropriate pre- and post-processors.
Standard "man" pages use "roff".
e.g.
zcat /usr/share/man/man7/groff.7.gz|groff -man|gv - &

will show you the man page for groff(7) as a ps file.  
(location for the page may be different).
