For Unix users:

If one does not have write permissions on the $TEXMF tree, one can put
one's class/style files and .bib files in a directory, and set the variable
$TEXINPUTS. Say the files have been put in $HOME/tex/sty. Then 

TEINPUTS=$HOME/tex/sty/:

Remember to put the last colon; it instructs kpathsea to search in the
default directories.
