[tldoc] Updated Russian translation of tlmgr

    translation of tlmgr interface.

That was good, because I don't trust the mailers.  Most convenient to
send the new file as a gzipped attachment in the future, ok?

    In other news, just a doubt: there is a 'translators' file inside, well, 
    the translations directory. :P Would it be wise to update it as well?

BTW, the Project-Id-Version fields shows a wide variance among the
translations.  Does it matter?  I rather suspect not, but if it does,
something like
  Project-Id-Version: TeX Live translation\n
With no TL year number would seem least prone to going stale.

I rather think Report-Msgid-Bugs-To: should consistently be this list
(tldoc), too, not the general tex-live list?  Again, not that it really
matters, I suppose.
