I have used TeX Live. I don't know much about the configuration files though.

Thanks! After reading it seems that I am not the one to package, at least with the amount of knowledge I have.

Thanks for you explanation on how things works.

I think other than the config files others should be automatically generated, right? 
I could see hooks there which does it. Should those things be included?

Can you suggest anywhere to start with about configurations?

I think I am not the one to package this. Someone with more experience may try doing this rather than myself or I should learn how things works and then package things.
