I see the point in your patch, but I am not happy about the
cygwin-ification. I want to have an approach that:
* works everywhere
* can be configured

ATM I am thinking about a configuration file (global for tlmgr)
that defines allowed actions for this system. Then you could
ship a config file that declares what you want to allow or not.
