[tldistro] branch update: line number fix

When tex --file-line-error was used and an \errmessage was given inside
\scantokens, the line number could be printed as garbage (from
unmalloced memory).  This bug has been around ever since
--file-line-error was invented.  We just committed a fix to the trunk
and branch.
