[tldistro] texlive 2008 fails to find files even though they're there...

Hi,
has anyone else run into this?

tcfmgr: config file `tcfmgr.map' (usually in $TEXMFMAIN/texconfig) not found.
fmtutil: config file `fmtutil.cnf' not found.
I can't find the format file `latex.fmt'!
