[tlbuild] building for distribution with shared breaks in dvisvgm

    I found that the difference is with 
            --disable-native-texlive-build

Because I made --native-texlive-build imply 
dvisvgm's --enable-bundled-libs.
Because that is what we want for native TL builds :). -k
