[tlbuild] Problem regarding TexLive

Dear all,


I have successfully build the source  but while testing i am facing following error.



This is pdfTeX, Version 3.14159265-2.6-1.40.17 (TeX Live 2017/dev) (preloaded format=latex)
 restricted \write18 enabled.

kpathsea: Running mktexfmt latex.fmt
mktexfmt: No such file or directory
I can't find the format file `latex.fmt'!

Your prompt response would be helpful.
