[tlbuild] tlpretest open for binaries

Ok, I've committed new i386-linux binaries and all the formats built ok
(many thanks to Carlisle, Wright, et al.)  The pretest area has an
initial build.

So, please go ahead and commit new binaries (tl-update-bindir) or send
me urls as usual.  Please include asy and xindy as appropriate.  I
didn't update i386-linux asy or the asy runtime files today, but expect
to do that tomorrow morning.

By the way, if you use tl-update-bindir yourself and have a new-enough
svn client, it will give a useless warning for every symlink about
the svn:executable property.  It should just be ignored.

Lots more to go, but at least it's underway.
