I found the cause of the failed test: It's revision 33105.  After 
reverting the changes in that revision, the test passes again.

We had the same test failure two years ago (see the thread starting at 
http://tug.org/pipermail/tlbuild/2012q1/002052.html), and we traced it 
to a conflict between Cygwin's getopt.h and kpathsea/getopt.h.  This was 
fixed in r25513.  I think r33105 undid the fix.
