[tlbuild] starting builds

     I see:
      ranlib libicudata.a
    and 
      creating link 'libsicudata.a' -> 'libicudata.a'

Indeed.  So ranlib was run.  Could the linker be refusing to follow
a symbolic link?  Seems highly improbable (and a bogus error
message to boot), but I have no other ideas :(.

Maybe you can check
/home/local/src/texlive2011/source/Work/libs/icu/icu-build/lib/libsicudata.a
and/or libicudata.a using file(1) or some other system tools to
determine if it's been ranlib'd?
