    skip installing biber if FreeBSD < 7.1 is detected?

What does the TL platform detection code (tlmgr print-platform) print on
those systems?  If it prints "i386-freebsd", it seems it shouldn't.  If
it doesn't print that, then no binary will be installed.

    The correct way to test this is to check __FreeBSD_version (defined in
    sys/param.h). 

The idea of perusing sys/param.h sounds absolutely horrible :).
