Yes, Cygwin supports X11.  But i386-cygwin/asy.exe is the same as the 
asy.exe built by John Bowman for the win32 texlive distribution, and it 
seems to have been built without X11 support.  (The executable does not 
depend on any of the Cygwin X libraries.)
