[tlbuild] patch for CVE-2010-0829

Hi,

I have been asked to patch the following CVE in texlive 2009 for OpenBSD:

Was there ever a patch applied to texlive to fix just this, or did you just
upgrade the whole lot to 1.13. I have been digging in your SVN repo, but I can't
see a patch.

The patch on the above page does *not* apply to TL 2009.
