Peter, please clarify, in which situations
./Build --disable-xindy-rules
differs from
./Build
?

since you've mentioned that the default value for '--enable-xindy-rules'
is no in a `native TeX Live build', so just calling ./Build implies
--disable-xindy-rules, right? or the `native TeX Live build' is
something other than just running ./Build inside the texlive source tree?

i assume that if Nikola is getting xindy-rules being rebuilt is because
he is not using the Build script, but running ./configure ... himself?
in that case, he could safely add the --disable-xindy-rules and
--disable-xindy-docs options, to avoid the need to have a working latex
setup during the build.
