Hi Hemanth,

three things:
1) this is a mailing list for those *building* = *compiling* binaries for
   TeX Live, and *not* a user oriented list
   Please post to tex-live at tug.org

2) You could be more specific: whcih version of TL, how did you start 
   installation etc etc

That is no problem at all, just a warning that a partial download was
found and that it will be redownloaded. No problems here.
