The build with xindy enabled fails for me on cygwin 1.7.

Could all these undefined references result from a problem with the
order of the libraries again, as with the xetex build?
I don't know if xindy is a high priority. If so, I'll try anything you
suggest. If not, I'm willing to let it go for this year.
