I agree that cygwin shouldn't do it differently. If xaw is generally
the default, I'll do the same. [I actually thought motif was usually
the default, based on what I read in Section 2.4.2 of README.config.
But that's irrelevant since Cygwin only has lesstif, and the
documentation clearly discourages using that.] I'll probably still ship
xdvi-motif as an alternative, since I'm building it for myself anyway.

There are no immediate plans to make a cygwin texlive package, but I'm
not ruling it out for the future.
