as i see, you didn't create mk4ht.bat

yes, apparently it was only installed in woe32, and the wrapper was
finding a script Master/texmf-dist/scripts/oberdiek/pdfatfi.pl

for unix, we'd need to add it to the LINKED_SCRIPTS in
Build/source/texk/texlive/Makefile.in, if we want to have it available
there.
