[tlbuild] texlinks fails because of missing fmtutil.cnf

No, it's not deliberate.  I got rid of the fmtutil.in->fmtutil.cnf stuff
in the source tree since, as Edd mentioned, it was only causing
trouble.  I forgot that would remove all our engine symlinks!

I'll arrange for the Master fmtutil.cnf to be kept up to date and
installed in source.  Thanks.
