The TeX Live maintainers are probably the best people to ask the question
"Does TeX Live 2010 for Linux contain TeXworks?".
I'm not a TL maintainer, but the answer is “no”. TeXworks is only shipped with Windows versions (maybe also Mac OS, not sure.) But for Linux definitely not.
In my case, that is a great advantage because Arch Linux has a nice package that automatically checks out the latest svn, builds and installs TeXworks :)
