[texworks] Texworks quit working (on windows)

Other way to understand the source of the problem: create a new account
on the system, log in into newly created account and try to run
TeXworks, then do all debugging steps that Paul describe. May be you
will need another one account, to run debugging steps from the
beginning.

This will help to understand if some settings for the currect account
triggers strange TeXworks behaviour.
