Yes, that should work. Open the document, and left-click on the encoding 
widget in the status bar (by default showing UTF-8 or whatever default 
encoding you set). This should bring up a long list of possible 
encodings. Select the one you want, then open the same list again and 
click on "Reload using selected encoding" at the top. Say "No" when 
asked whether to save changes (even if you didn't change anything in the 
text, changing the encoding also causes this dialog to show)!

Obviously, you shouldn't make any changes ;).
