Seems not to be the case.
http://code.google.com/p/texworks/wiki/AdvancedTypesettingTools states
"simpdftex is a script for Linux/Mac" (I don't know where I got that
from originally, presumably the simpdftex website?), and simply running
"simpdftex" on my Linux/Ubuntu machine with TL'10 gives "### This is
/usr/local/bin/simpdftex, Version 20070809". So apparently, it's not
Mac-only, but presumably depending on some kind of Unix-ish bash shell.
