[texworks] Call for Help: Translations

The simplified Chinese translation has no more new strings.  I have uploaded
the translation file in a previous reply some days ago. However, I attach
them here again in case.

On Windows, we can get a statically compiled version of Qt Linguist from
other good guys, but it is about 10.6 MiB in size on my Windows 7 as of Qt
4.7.1.
