Whether something is recognized as an image or not does not depend on
the *TeX format, but instead on Qt's internals. All files that Qt
recognizes as images are treated as such - all others are simply
\include'd. How did you obtain Tw, what version of Qt are you using, and
if you built it yourself, does it include handling for jpeg files?
