It's mentioned in the TeX Live Guide in section "Release history".
But it was discussed on the TL mailing list sometime ago, too.

If you want to go to the page you are currently editing, maybe it's
sufficient to parse the synctex file by a script in order to get the
(PDF) page number.  I think that poppler does the same.

I don't know how to uncompress the file.  Do the scripting languanges
provide zlib support or a popen() function?  In Lua the latter is
called io.popen().
