[texworks] Windows builds

There's been nothing new to announce, because I have been too preoccupied with work and various family issues to spend any time on TW in recent months. I had hoped to get a version 0.4 release ready for TL'10, but was not able to find the time, so it's still pending.

Thus, there are a number of open issues and patches that are awaiting attention/review, and I apologize for the delay.
