From various info scattered on the web, it seems palatcm.sty was a package by Aloysius Helminck (see eg <http://star-www.dur.ac.uk/~lacey/Intro_LaTeX_PG/rcrain/palatcm.sty>) which has been superseded by mathpple.sty, itself superseded later by mathpazo.sty. So we're back to Herbert's suggestion.

The package isn't even mentioned on its author's page <http://www4.ncsu.edu/~loek/>, so it seems really obsolete.
