There is a number of reasons. First of all, MiKTeX doesn't distribute
the "official" binaries, they build theirs on their own (probably to
accommodate their distribution mechanism).
What is more important IMO is that AFAICT, there were no significant
changes to the stable version of Tw between the revisions you mention.
Of course the normal development went on, and this increased the
revision number, but I think the only relevant changes were to the
readme (some dates, clarifications, and license issues) and some build
files (which will probably have been customized by the MiKTeX people,
anyway).

So there is no real need to worry at the moment. But of course you can
always use the "official" binaries from the Tw GoogleCode page to get
the latest version.
