As my previous message might suggest, it's not clear to me how this  
would work unless you either (a) specify where in the document  
hierarchy the "%:" bookmarks belong, or (b) flatten the "outline" to a  
simple list of bookmarks.

You could easily do the latter by changing the <level> of all the  
LaTeX sectioning commands to zero (in configuration/tag-patterns.txt),  
but it seems to me that it would be much less useful in that form. To  
do the former, you'd need to either decide that all your bookmarks  
belong at a certain level (which, it seems to me, would tend to  
disrupt the "real" outline unless you're very careful where you use  
them -- which kind of defeats the point of being able to add them  
wherever you wish), or else define distinct tags for each level and  
use them appropriately (tricky to get right).

Now that I think about it, there's another possibility (not currently  
supported): perhaps we could say that a bookmark comment with level -1  
means that the tag gets inserted into the outline at whatever the  
current level is, so it doesn't break up the structure. (Or maybe zero  
should mean that, and -1 goes to the separate list.) Hmmm, something  
to think about.
