There's a file in the configuration folder that defines the regexes  
used to match "tags"; the default setup tries to recognize LaTeX  
sectioning commands, of course, but as a ConTeXt user you might like  
to customize this.

In addition to the sectioning commands, the default setup also  
recognizes lines of the form

%:some text here

as "tags" that are not part of the section hierarchy, and appear in a  
separate area of the "tags" panel; this lets you put arbitrary  
bookmarks in your source file, and return to them easily.

Hmmm, yes, it might be nice to adjust this. I hope you've noticed that  
you can resize the panel, and/or drag it out to become a separate  
floating window; this might be preferable if you have lots of long  
entries.
