Oops, sorry, my imprecision in posting -- it is already
"texworks-setup.ini", and that doesn't work for me. Actually it didn't
work with earlier (MSVC) builds either, but I didn't get around to
pursuing it at the time. AFAI can see, texworks is ignoring any
texworks-setup.ini content.
