If you develop new features and get them usable, bugfree, and stable on a weekly basis then feel free to upload to CTAN.<br></p><p>Rationals: </p><p>- CTAN is driven as a manual process to ensure a certain formal quality of the packages. This binds a lot of resources.<br></p><p>- The packages on CTAN make it into the major distributions. Most users don't download the packages directly but use a distribution.
