I don't think the invoice package is part of TeX Live so there is no way tlmgr (or TLU) can install it. Unless it becomes part of TeX Live you'll have to download the package from CTAN and install it yourself (put it into your personal texmf tree which has its root in ~/Library/texmf where ~/Library/ is the Library folder in your HOME folder --- you may have to create it and it's braches if you haven't done anything like this before).<br>
